Anoka County Manager, Accounting (Hybrid) in Anoka, Minnesota

Position Description The Anoka County Finance Department's mission is Enriching our community by providing quality services and assuring financial integrity. The department has an immediate opening for an Accounting Manager who will oversee a team responsible for Anoka County's financial operations functions. This position is responsible for overseeing various functions including Treasury, Collections, Accounts Payable, and Accounts Receivable. The Accounting Manager works on issues of diverse scope where analysis of the situation or data requires evaluation of a variety of factors, including an understanding of current trends and extensive knowledge of financial operations, accounting, and department processes. Erroneous decisions or failure to achieve results may add to costs and impact the short-term goals of the county. The Accounting Manager has full authority on personnel decisions related to hiring, performance, or disciplinary actions. The Accounting Manager primarily focuses on administering established policies and procedures but may have some impacts on finance department budgeting, strategic planning, and procedural change. This is a full-time, exempt, hybrid position. First interviews will take place the week of June 17th, 2024, for those selected to move forward in the hiring process. The anticipated hire date will be August 2024. Pay & Benefits Salary: $92,601 to $111,113 ($44.52 to $53.42 per hour). 2024 Anoka County Salary Schedule Grade 38: $92,601 to $129,604 ($44.52 to $62.31 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Work Location This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and somedays working in the office. Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Accounting. Provide leadership, coaching, and work direction while managing activities of the financial operations team. Provide in-depth accounting support of all accounting responsibilities: accounts receivable, accounts payable, collections, and treasury operations. Coordinate, perform, and promote policies, procedures, and internal controls related to the specific operational areas. Evaluate and make improvements to financial operations processes while ensuring that practices comply with organization policies and all applicable laws and regulations. Mitigate risk through audit procedures. Interpret accounts and records to senior leadership. Advise senior leaders regarding matters, such as effective use of resources and methods. Develop comprehensive strategic plans for Anoka County's current and future operation l needs. Ensure accurate recording and recognition of all revenue and expenses. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 5 years of job-related experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Successfully pass driver's license background check. Preferred Knowledge, Skills, and Abilities Needed Degree in Accounting, Business, Finance, or closely related field. Previous leadership experience. Possess a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) license. Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge. Ability to analyze, develop and interpret rules, regulations, policies, and practices. Strong verbal and written communication skills. Physical Demands and Work Conditions Degree in Accounting, Business, Finance or related field. Previous leadership experience. Possess a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) license. Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge. Ability to analyze, develop and interpret rules, regulations, policies and practices. Strong verbal and written communication skills.
