This position is located with the BLM Fire & Aviation Directorate, Division of Support Services located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities Develop and formulate office(s) budget for multiple accounts with various sub-activities and/or funding sources. Establish control measures; monitor and track obligations and expenditures throughout the budget execution phase; and recommend budget adjustments to deal with changing situations and changes in the availability of funds. As a primary contact for budget information, provide technical advice and assistance on policy, procedural, and regulatory matters. Process various transactions in an automated financial system. Serve as clerical point of contact on human resource matters . Assist supervisors in preparing pertinent personnel forms and documents such as position descriptions, rating plans, job analyses, and requests for personnel actions. Assist local application /database administrator in performing tasks such as resetting passwords and providing training and assistance to users. Purchase supplies and equipment using simplified acquisition procedures. Maintain receipts, verify transactions, and reconcile charge card statements for submission to the BLM Agency/ Organization Program Coordinator (A/OPC). Serve as collections officer. Prepare appropriate receipts, records, and tracking forms. Prepare travel documents (authorizations and vouchers) in the automated travel system. Assist travelers with travel arrangements, resolve complex travel issues, and review travel records to ensure they are processed correctly. Enter and/or validate time and attendance records in the automated payroll system. Resolve complex timekeeping issues and review time and attendance records to ensure they are coded properly. Prepare, edit, and finalize correspondence for office supervisors and managers. Disseminate correspondence to appropriate personnel and track and maintain records (manual and/or electronic) on issued correspondence. Maintain the central filing system (official records, directives, BLM Manuals and Technical References, Departmental manuals and directives, secretarial orders, etc.) Requirements Conditions of Employment Qualifications THE CLOSING DATE OF THIS ANNOUNCEMENT HAS BEEN EXTENDED TO FRIDAY, MAY 17, 2024. For GS-7: You must possess one (1) full year of specialized experience at or equivalent to the GS-6 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience using automated software to process time, travel, purchase request and accounting documents. Experience in accounting systems, accounting codes and terminology to process accounts receivable documents and apply payments to receipts. Experience in creating deposits using an automated application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
