Under oversight of the Executive Director, the Director, BILH Patient Financial Services Hospital Billing is responsible for leading efficient day-to-day hospital operations of a diverse Patient Financial Services team for a large multi-facility healthcare system with future expansion anticipated.

Serves as a subject matter expert between the department, third party vendors, and other Revenue Cycle stakeholders, to proactively identify opportunities to improve the revenue cycle and assist in resolution of issues. Responsible areas of direct oversight in PFS Hospital Billing may include Billing, AR Management, Customer Service, Cash Posting, Denial Management, and overall Revenue Cycle operations. Assist Executive Director with annual department budget preparation, coordination and implementation of system wide policies, objectives, and initiatives for Hospital revenue cycle activities. The Director of Patient Financial Services – Hospital Billing will promote a culture of collaboration between Hospital Billing Revenue Cycle by partnering and supporting other in-house leadership areas of Contracting, Revenue Finance, Utilization/Case Management, Professional Billing, Patient Access, Health Information Management, Revenue Integrity, Revenue Cycle Applications, & Information Technology Services initiatives to enhance system wide revenue cycle goals and overall results. Responsible for continued improvement in management of staff through education, training and positive enforcement of appropriate working practices. Demonstrate the ability to meet performance goals to include cash, A/R days, productivity by area, denial reduction, quality measures, staff productivity and other Revenue Cycle KPI’s. Communicates organizational values and displays positive leadership to all associates within the organization. Creates written plans with deliverables, timelines, outcomes, and actions. The Director is responsible for monitoring changes in the healthcare industry impacting Revenue Cycle and working with others to implement changes as necessary. Represent Hospital Billing Revenue Cycle at site specific Finance and Operations meetings.

Job Description:

Essential Duties & Responsibilities including but not limited to:

• Responsible for all Patient Financial Services functions for all BILH Hospital facilities.

• Exemplifies BILH System Services Workforce Code of Conduct.

• Ensures that work units comply with all state, federal and health plan applicable requirements and regulations.

• Communicates the department vision and goals and ensures employees can relate them to their team and individual goals. Provide daily management including creating departmental goals and objectives, developing performance standards, and motivating and engaging the team to achieve them.

• Develop and implement a methodology to identify, standardize, and produce high value and high-volume reports and/or data resources. Success will be built upon a collaborative approach that engages both internal and external customers to identify and appropriately scope opportunities. Examples include standardizing data to support Medicare, Medicaid, and other regulatory filings, supporting financial and government auditor data requests, and serving as a liaison to the System & Analytics Optimization department.

• Leadership Decision Making - Makes day-to-day leadership decisions by securing and comparing information from multiple sources to identify issues; commits to an action after weighing alternative solutions against important criteria; effectively communicates decisions to the appropriate people and teams and holds them accountable. • Works across the organization to leverage expertise in establishing metrics and reporting that describe key risk exposures and early warning indicators for Executive Management.

Minimum Qualifications:

Education: Bachelor’s degree in finance, business management, or accounting preferred.

Licensure, Certification & Registration: N/A

Experience: Minimum of 10 years Hospital Revenue Cycle experience; minimum of 5 years healthcare management experience

Skills, Knowledge & Abilities: • Comprehensive understanding and knowledge of the Center for Medicare and Medicaid Services (CMS), Commercial, and all other payers coding, billing, and compliance requirements.

• Extensive knowledge of patient finanicial services activities including the HCPCS coding system, the ICD-10 coding system, revenue, claims denials and collection practices.

• Must have a high level of analytical skills, process improvement abilities, problem solving skills and ability to manage a large work force within a large healthcare environment.

• Computer skills to include use of complex revenue cycle systems, Microsoft, and other basic computer skills are a requirement.

• Excellent verbal and written communications skills.

• Comfortably works with executives at all levels of support staff, management and physicians.

• Ability to work and concentrate in a busy work environment with frequent interruptions.

• Leadership skills, as well as the ability to motivate and lead in a team-based productivity environment.

• Adaptability to changing procedures and growing environment.

• Integrity and Honesty.
