Kansas Employer Procurement Analyst (Direct Hire Open Continuous 12 Months) in Wichita, Kansas

The following are the duties of this position at the full working level of GS-13 BU:

  • Negotiates settlements of disputes, proposals, and executes modifications.
  • Requests changes or exceptions to federal procurement regulations.
  • Prepares report/correspondence for submission to upper management regarding review of new or changed regulations and the impact of the regulations will have on the IRS procurement function.

The following are the duties of this position at the full working level of GS-14 BU:

  • Conducts detailed reviews of complex and high value procurement actions to ensure compliance with federal acquisition regulations, internal operating policies and procedures, and to influence new and/or revised procedures that improve OCPO operational efficiencies.
  • Collaborates and guides stakeholders through the process and execution of Assignment of Claims, Novation Agreements, Protests, and Terminations to determine and ensure compliance with the Federal Acquisition Regulation (FAR), Department of the Treasury Acquisition Regulation (DTAR), Department of the Treasury Acquisition Procedures (DTAP), and Internal Revenue Service Acquisition Policy (IRSAP) supplemental regulations.
  • Serves as an Office Director\'s representative on cross-functional task forces or committees. Serves as Lead Coordinator for Treasury Inspector General Tax Administration (TIGTA) audits, General Accounting Office (GAO) audits, Office of Chief Financial Officer (CFO)/ Internal Controls Reviews, and other IRS stakeholder data request.

The following are the duties of this position at the full working level of GS-13 NBU:

  • Initiates, develops, and recommends contracting policies, procedures and guidance throughout the region.
  • Provides regional oversight by analyzing, evaluating, reporting, advising, and promoting improvements in existing procurement/contracting methods, standards, guidelines, procedures, and practices.
  • Serves as the technical expert on all procurement actions and prepares or assists subject-matter experts in the field in preparing acquisition documents.

The following are the duties of this position at the full working level of GS-14 NBU:

  • Serves as subject matter expert that actively reviews complex acquisition package strategies to provide advice and guidance to Office of Chief Procurement Officer (OCPO), Chief Information Officer (CIO), and the Department of the Treasury stakeholders to influence sound acquisition business decisions supporting the mission of the Service.
  • Leads detailed reviews of complex and high value procurement actions to ensure compliance with federal acquisition regulations, internal and Agency operating policies and procedures, and to influence new and/or revised procedures for the overall improvement of OCPO operational efficiencies. Serves as an advisor to Procurement and Services on acquisitions of highly complex supplies and services, which have a significant impact on the effectiveness, and timeliness of the entire tax system nationwide.
  • Leads collaboration efforts through advising and guiding staff/stakeholders through the process and execution of Assignment of Claims, Novation Agreements, Protests, and Terminations to determine and ensure compliance with the FAR, DTAR, DTAP, and IRSAP supplemental regulations. Oversees the receipt of confidential GAO (Government Accountability Office), Court of Federal Claims, or agency-level protest actions. Notifies the contracting officer and management of the official protest filing, due date for submission of the response file, and the equisite support documentation. Monitors activity and provides the Office of Procurement\'s executive with status updates as required.

BASIC REQUIREMENT:\ (GRADE 13 & ABOVE):\ You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK. AND 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to the next lower level as defined below.\ AND\ 4-year course of study leading to a bachelor\'s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.\ OR\ Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.
